First of all, for you to be good in mathematics, you need a positive attitude towards maths, that is the first step, see maths as something fun and challenging not a difficult problem or an obstacle.
The important thing is your foundation and background in mathematics, if your background or foundation is bad in mathematics you need to correct it by studying basic topics like:

With these, you will be very good in mathematics, it will take you time, like they say you can't build a house within a day, so study and practice hard you will get the hang of it

Many students may excel in maths if we help them to overcome their phobia of maths. Sometimes I too think is it our teaching methods or the way we introduce maths to kids that they never become comfortable with the subject. I agree with you that if we try on some topics you mentioned here then any student may be good at maths and do excel in academics.
